NASA Solutions for Enterprise-Wide Procurement (SEWP) IV

NASA Solutions for Enterprise-Wide Procurement (SEWP) IV is a contract issued by NASA’s SEWP BOWL (Solutions for Enterprise-Wide Procurement Business Operations and Workstation Laboratory) to a commercial technology vendor. 

The SWEP BOWL  mission statement is "To promote awareness of SEWP capabilities and facilitate the acquisition of a wide range of hardware and software that meet the information technology (IT) needs of NASA and Federal Government Organizations." Award of a SEWP contract signifies that the vendor meets the U.S. federal government’s requirements for high-performance technology products and solutions.

NASA SEWP IV is an indefinite-delivery, indefinite-quantity government-wide acquisition contract (GWAC). This means the vendors on the contract can sell an indefinite quantity of supplies or services during a fixed period of time -- in this case, from 2007 to 2014. SEWP IV is composed of 48 Indefinite Delivery Indefinite Quantity (IDIQ) contracts to 39 prime contract holders, both manufacturers and resellers of IT equipment based on full and open competition.

According to NASA SEWP IV officials, the contract is expected to generate $10 billion to $14 billion in sales over seven years.  SEWP IV vendors offer a variety of hardware, software and IT solutions at a fixed price to NASA civil employees, NASA contractors, federal agencies and federal agency contractors.

NASA SEWP IV has proven to be a popular procurement vehicle amongst federal agencies. This is attributed, in part, to its low fee, which pays for the staff and other expenses necessary to run the program.  When SEWP began 17 years ago, the fee was 2.6 percent. Growth has enabled the program to gradually lower that fee while expanding customer services. The fee, which is now .5 percent, is calculated against the order price and capped at $10,000 per order.

Good customer service is also attributed to NASA SEWP IV’s success. Automated services and tools such as a Request for Quote tool and reporting, tracking and communication tools ensure that customers receive their orders in a timely manner and that problems are resolved within one business day. In addition, the program offers a rating system so that customers can rate their satisfaction with contractors.
