It's possible that you don't have adequate licenses for your Windows Small Business Server. Check this from the Exchange Management Console (accessible from the top of the Start menu) by going into the licensing node. The value for Maximum Usage should not exceed the value of Installed Licenses.
You can also configure connection limits on the default SMTP server within Exchange System Manager (ESM). The default settings should be adequate for your organization, but it's possible that they have been changed.
To configure SMTP connection limits in ESM:
- Open ESM and drill-down through Administrative Groups -> First Administrative Group -> Servers -> YourServer -> Protocols.
- Right-click on Default SMTP Virtual Server and select Properties.
- In the General tab, check the number of permitted connections. The default value should be 500.
- Finally, go to the Delivery tab and click Outbound Connections. The default values should be 10.
