looked it up because i found files with it on my computer

ETL file was returned as D05F9B53-OA53-46AA-A9BA-87F9921C628F.Diagnose.Admin.0.etl by Windows' Internet Connections Troubleshooting report.
Clicking on the report name brought up a 'View Downloads - Internet Explorer' window listing the etl file and offering Open and Save options. Selecting the Open option brought up 'Windows Unknown File' window. This window offered 'Search FileInfo.com for Programs to Open ETL Files' and 'Use the Default Windows Service' options. Selecting 'Use the Default Windows Service' option displays 'View Downloads - Internet Explorer View and Track Your Downloads' window again, this time with no information displayed. Next step I performed was a Google search for the ETF file extension which landed me here. Apparently, Windows ver 8.1 produces an ETF file and then offers no application to open it. Go figure. Who tests these programs?
