My new Win 10 all of a sudden the Task Bar which I had hidden popped up and would not go down. I researched this and found many fixes. I tried this one. "1. Press Windows Key + R on your keyboard.
2. Key in PowerShell and hit Enter.
3. Right click on the PowerShell icon on the taskbar and select Run as Administrator.
4. Now paste the following command in the Administrator: Windows PowerShell window and press Enter key:
"Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)"\AppXManifest.xml"}
5. NOW for the important part ! Locate to : C:/Users/name/AppData/Local/ and delete the TileDataLayer folder. Should fix everything immediately, no reboot necessary. Let me know how it works for you, it did for me! And remember to clean the recycle bin after you deleted the folder and give it 1min then everything is back to normal !" Everybody on the blog said that it worked for them but when I tried to delete theTileDataLayer folder in the last instruction, it would not delete. Said there is a file open????? Now what?

I have two .jrs files in my WebCache folder:
V01res00001.jrs and V01res00002.jrs, both 512KB, both current date (4/14/2016). I've been have problems with DNS events, and wondered if there was a connection.
